what if only potassium hexacyanoferrate III is added in the test for rusting

In the test for rusting of iron nail.If i only add potassium hexacyanoferrate III and sodium chloride,without adding phenolphthalein,will the blue colour appear near the whole part of the iron nail due to the present of iron(II) ion instead of only appear in the head and tail (scratched/edge area) part?
