Electrons are emitted from the metal surface when electromagnetic radiation of short wavelengths/// long frequency shines on it.

Which is better? Short wavelengths or long frequency?

According to the marking scheme from HKEA, the definition is:
Photoelectric effect involves the emission of electrons from metal surfaces when electromagnetic radiation of high enough frequency falls on them.

btw, we usually use "high/low" to describe frequency . "Short/long" is used to describe wavelength.
