non-excludable: it is costly to exclude non-payers from accessing the news content
non-rival: one's consumption of the news content doesn't affect others' availability of consumption

4. Yes. Newspaper itself is a private good as it is priced to exclude non-payers from accessing the item,
and its quantity also drops when one consumes it.
However, the content of newspaper is a public good as non-payers can access the news content without paying,
e.g from the internet, from the word of mouth, from sharing or whatever.
Consuming the news content also have no effect on others' availability of consumption.
