D. customers has an extra cost to obtain the gifts

the correct ans of this question is D.
but, queuing up implies that there is a shortage, doesn't it?

the coupons may be free to exchange. Therefore, queuing up implies scarcity, but not necessarily shortage.
Also, D is correct because queuing up adds time cost to the customers.

put it in this way: does queuing up for a bus imply shortage?

it implies that there is discrimination as there is scarcity ,not necessarily a shortage.

Actually shortage may exist in this case, but option B is still incorrect.
Here's why,
the statement says, ' there is a shortage of gifts for all customers '
while ALL is the keyword.
For customers who queue at the first place, they face no shortage and can definitely acquire the coupons as they are at a prior to do so.
Therefore, although there may be a shortage of gifts, it is not for ALL customers.

Therefore, statement B is incorrect.
