The question is not asking you cold weather, is about high attitude.
High attitude contain same amount of oxygen, but partial pressure different is smaller, so oxygen is more difficult to get into the lung and hence increase breathing rate to compensate such effect.
You are actually not wrong, but question ask you high attitude, not cold weather, best answer is D not C
