Action and reaction force 一問

求大家解答A farmer asks his horse to pull a carriage of goods. The horse refuse.
It says whenever it pulls the carriage, the carriage pulls it back with an equal force.
So the net force is zero and it can never move the carriage.
Is this true? If you were the farmer, how would you reply the horse?
