居住情況 --> will that be too broad?? quality of life? size? design? type? difficult to define
and so call 房屋短缺情況, you want us to discuss from the teenagers perspective?or family?
and 填海 doesnt make sense.... it is more related the the use of land. Even you got the land, dosent mean you can use it to build house

土地問題=/=房屋問題
唔係淨係解決土地問題就可以解決房屋問題,E.G.房屋政策??
